CATAPULT TECHNOLOGY BUILDS MIS, PROVIDES OTHER MANAGEMENT CONSULTING SERVICES FOR USDA
Contract represents $3.5M in services over a five-year period for USDA Rural Development Budget Division

Catapult Technology, Ltd., a leading Service-Disabled Veteran-Owned (SDVO) Information Technology (IT) contractor to the Federal government, is providing a range of IT and management consulting services to the United States Department of Agriculture (USDA) Rural Development (RD) Budget Division (BD). The work represents a potential $3.5M contract over a five-year period. Catapult Technology is the prime contractor.

Catapult Technology began its contract with the USDA RDBD in 2006 with a $200K Business Process Reengineering (BPR) project. The success of that effort has evolved into follow-on work that includes building a Management Information System (MIS) that will centralize data sources and streamline generation of reports that are currently prepared manually. When in place, the MIS will help the BD leverage USDA’s investment in data warehouse and data mining tools.

Catapult Technology is also helping the BD branches document all policies and standard operating procedures to respond to the requirements of, and potential audits by, the Office of Inspector General (OIG).

“The processes to manage the Budget Division’s financial responsibilities are complex, and, in most cases, driven by external data and deadlines,” said Randy Slager, Catapult Technology’s chairman, CEO, and founder. “Through our consulting work, we have helped the branches within the BD save significant labor hours and share data, and avoid the chaos that can arise when information is scattered among multiple locations.”

Services of Catapult Technology’s initial BPR work also included:

  • Assessing all processes within the three BD branches to reveal inefficiencies related to management, technology, training, staffing and processes.
  • Mapping all budget division processes.
  • Issuing cost-benefit analysis reports and a high-level requirements reports.
  • Performing ‘as-is’ analysis to reach ‘to-be’ recommendations.
  • Making short- and long-term recommendations for automation to mitigate time-consuming manual execution of processes.

The BD plays an essential role in building rural communities, providing the financing function for each of its three branches, which include the Program Budget Branch (PBB), the Administrative Programs Branch (APB), and the Credit Reform Staff (CRS). Catapult Technology provides consulting services to each of the three agencies.
