Small Business Act Passed in Congress

The Veterans Entrepreneurship and Small Business Development Act of 1999, Public Law 106-50, was passed unanimously by Congress on August 7, 1999 and signed by President Clinton on August 17, 1999. It, among other items, places service disabled veteran (SDV) owned business concerns on a par with women-owned and minority business concerns in the Federal sector. A government-wide goal of not less than three percent of all agency and primes contracts has been established. The market is estimated at $6 billion per year. Catapult fully meets the requirements as an SDV owned business concern. This means that Catapult's ITOP customers will receive participation credit toward the new SDV goals on ITOP-II tasks. This legislation allows veterans increased opportunity to contribute to the success of their Federal customers.
