Fred Haggard
Vice President, Management Consulting


Fred Haggard joined Catapult in 2002, to help start Catapult’s Management Consulting practice. He managed successful projects for the Transportation Security Administration, U.S. Patent and Trademark Office, the Armed Forces Inaugural Committee, and Federal Aviation Administration, before becoming Vice President in 2006. During this time Catapult’s Management Consulting practice has grown from two people to roughly 170 full time employees today.

Mr. Haggard has 15 years of experience working with the Federal government, primarily in the human capital and management areas. He has previously served as Deputy Chief of Staff at the U.S. Office of Personnel Management, where he worked on new policy initiatives, managed the Director’s speechwriter, and served as the final editor for speeches and other public documents.

He also approved Schedule C and Non-Career SES appointments across the government as acting White House Liaison. Prior to this, Mr. Haggard worked as a Special Assistant for White House Liaison in the Office of the Secretary of Defense. In this role, he worked to fill all political appointments for the Office of the Secretary of Defense as well as the Departments of Army, Navy and Air Force.

He also served as a search manager in the Office of Presidential Personnel at the White House.

Mr. Haggard holds a Bachelors Degree in English from Carleton College in Northfield, Minnesota.
